So I've seen this question in different variations going back several years and was wondering if there have been any changes.
For context: I live close to the border, work in Germany but live in France. So I need access to both German and French apps for different services at all times.
Right now I am still on android where this isn't an issue as you can have multiple Google accounts on one device.
Have there been any changes made by apple that I missed? I would like to switch to iPhone but this is a deal breaker for me as it would make daily tasks unnecessarily complex or even impossible.

Thanks for your answer but sadly this doesn't apply in my usecase. While supermarket-apps would be an inconvinience. The need for french and german banking apps at the same time will make it impossible to use an iPhone as a daily driver.
I was wondering while the cross-border commuters all don't have iPhones. Now I know why.
Very sad that this is still being ignored by Apple.

Just FYI: On android you can change acoc*nts on the fly. So the PlayStore will always use one account and thus follow the "deals" linked to that region. You just need to tap on the top right corner and you have the list of your accounts and you select the one needed and the PlayStore will load the associated content.

Unlikely. I think that just refers to using different accounts for the different services used on an iPhone.
But not using multiple accounts for the iTunes & App stores.
i.e sign in with one Apple ID for iCloud, a different Apple ID for the iTunes Store, another Apple ID for Messages, and another Apple ID for Facetime.

It's up to the banks to make their apps available in different countries. Apple has no control over that.
It is still a mystery why App developers think their apps can only be used in one country, rather than make them available to all stores.
Allowing the use of Apple IDs across countries or using multiple Apple IDs has some very touchy side effects with media companies that have many distribution deals in place in different countries. This would cause a lot of problems with any media that should not be available in a specific country's iTune's store because its distribution deal is exclusive to some other outlet in a specific country, if people can just access its from a different country's iTunes store.
Not entirely sure how Google / Android does that, and does not incur in the ire of the media company's though.

Perhaps this changed with iOS 17, because I just reset an old iPhone (running 17.0.3) and was presented with the attached Apple ID screen. At the bottom it reads "Use Multiple Accounts". The only Apple Support page I found that addresses this (and not in any helpful detail for someone whose iPhone is already setup and would like to add a second account)
If you use more than one Apple ID, tapOther Sign-In Options, then tap Use Multiple Accounts.

So, has Apple enhanced Apple IDs in iOS 17, and can I sign in with two (2) different ones on a permanent basis, instead of switching back-and-forth occasionally?

Nope. Still only one Region at a time, and only one Apple ID at a time. Also, logging out of one Apple ID and logging in to a different one can only be done once every 90 days.
With that said, in general outside of very specific apps that are specifically region based, most things can be downloaded from most regions these days.

This use case is supported by Apple and I’ve done this many times as I frequently work outside my home country...
You can log out of / into other App store/Media accounts here:
Settings > [Your Username] > Media & Purchases
It’s not a super-smooth process (downloaded Apple media from Account A gets deleted from your device when you switch to account B for example - I assume to respect licensing agreements) but it works.

When you change your media & purchases account to download an app from a neighboring country, all your downloaded media is deleted and your media libraries too. This is not happening in Android. Then, when you go back to your regular account, your media library rebuilds slowly, and you have to download all the media anew.
Not good.
