Synopsis

There are multiple reasons as to why an international online transaction on an e-commerce or other websites could fail if an Indian debit or credit card was used for executing such a transaction. However if the money was deducted for such a transaction although the website showed it as failed, do not worry, it will be refunded back automatically by the bank.

There are a lot of international websites that sell their goods and services in India. However, these international websites and their deployed payment gateways may at times fail to process transactions from Indian debit or credit cards or both. Now there could be a lot of reasons behind this.

Why does your international online transaction fail?

The Reserve Bank of India (RBI) in October 2021 came out with a specific directive about international payment websites and auto-debit rules using Indian debit or credit cards. If an international website is non-compliant with the rules specified by RBI, then it cannot accept recurring or standalone payment from Indian debit or credit cards. Further, the reason for payment failure may sometimes not even be the fault of the international website.

Explaining it further, Pranay Jhaveri, MD- India and South Asia, Euronet, a payment service provider, says, "There are several factors that could be responsible for this. Certain international websites may have geographic restrictions or limitations on the countries where they accept payments. It is possible that Indian cards may be blocked from making payments on such websites due to currency as well as business restrictions."

There could be other reasons too. "According to Schedule 1 of Foreign Exchange Management Act, 1999 read with RBI's Master Circular on Miscellaneous Remittances from India - Facilities for Residents, Indian credit cards and debit cards cannot be used to make payments where foreign remittance would be otherwise prohibited. These prohibited categories are payments for lottery tickets, online gambling, banned or proscribed magazines or websites, purchase of banned substances etc," says Pallav Pradyumn Narang, Partner, CNK, a Delhi based chartered accountancy firm.

Further, it is also possible that despite the international website not being on RBI's exclusion list, it is obliging every Indian payment law and regulation, may still fail to accept payments from Indian debit and credit cards. "This can happen due to a magnitude of reasons like OTP problem, network or other authentication issues," says Jhaveri.

There could be another instance where the payment on international websites went through but got reversed later and thus the transaction ultimately failed. There could be multiple reasons as to why a payment was made successfully but got reversed later automatically. "One possible explanation for this is that banks do an automated transaction confirmation process on suspicious transactions through IVR calling their customers. In case the bank does not get the confirmation of the customer for that particular international transaction then they will reverse it. This will cause the transaction to fail. This process is a better alternative than the dispute process that follows a customer complaint because of a fraudulent transaction," says Jhaveri.

When an international transaction fails but money is deducted from your account

Assume while making an international transaction online, your transaction is unsuccessful, but money gets deducted from your bank account. What should you do now? Don't worry. In such cases, the money is usually auto reversed by the bank within a specified time.

The Reserve Bank of India specified the turnaround time (TAT) as T+5 days within which such failed transactions need to be auto reversed. If this is not done then the bank is liable to pay a compensation of Rs 100 per day after T+5 days is over, according to the guidelines mentioned by the regulator

Also, if a particular international website fails to process payments from Indian debit or credit cards, then alternative arrangements have to be made. Alternative arrangements include options like international bank transfer directly to the merchant using SWIFT service (if possible) or other money transfer apps like Skrill, etc

Further, certain banks also have specific restrictions on card payments for some specific countries. This is a bank-level country-specific restriction hence you will have to check with your bank if they allow debit/credit card transactions for websites dealing in specific foreign currencies.
