You should be able to send offers if your items are listed in categories that are eligible for sending offers, and also if you have watchers on those items that have not opted out of receiving offers or have not already received offers.

The "problem" is you don't have enough interested buyers... you need buyers adding your items to their wachlist, or to their cart, or viewing the listing multiple times. Not all buyers are eligible to receive offers, but buyers who are and meet these criteria will be eligible for offers.

For the most part, 24 to 48 hours seems to be the standard observed by most sellers and their agents, but there are some exceptions. In today's market, multiple offers are quite common, and in these situations, response times can increase.

Use a Certificate of Mailing. Certificate of Mailing service provides a postmarked mailing receipt as evidence that your item was mailed. This is all you need to do: Complete PS Form 3817 at the time of mailing.
