I need help with signing into iCloud. I am in a different country using a new phone number and do not have access to my old phone number (or the messages it receives). For logging into iCloud it requires a verification code being sent to my old number. I am not offered the option to send the verification code to my new number. How can I get the verification code be sent to my new number or how I log into iCloud without the verification code?

If you have setup 2-step verification, you cannot login without the code. That's the whole point of 2-step verification.
If you did not setup or have access to another trusted device, you can use your recovery key to login and reset your account settings - see Two-step verification for Apple ID - Apple Support
By logging in to your AppleID in a web browser with your password and recovery key, you can set a new trusted device and/or SMS text number to receive codes at.

If your Apple ID is using either two factor authentication or two step verification, then you cannot log in without the verification code. However, if you have another device that is using your Apple ID already, then you can make it generate a code for you by going to the settings>icloud, then touch on your Apple ID from the top of the screen and go to password and security and get verification code should be an option IF you're already signed in on the other device in question. Otherwise, you'll have to go to iforgot.apple.com and put your account into recovery.
