The Harbour Murder Mystery
Your first lead is the fishers around Grey Harbor. The one closest to the Grey Harbour Docks Teleport Sigil will direct you to investigate Flymm Cargo, across the harbour.
Indeed, if you head over you may notice oil on the ground around the warehouse.
Pick the lock and enter to find a group of worgs; kill them all, then move the containers in the northwest corner of the building to discover a hatch to the basem*nt.
When you step inside, head south, then east, to discover a submarine and a man named Redhammer the Deviser. Approach him to start a conversation. Apparently, the beast is Redhammer’s submarine, although he never intended to hurt anyone. With a few successful checks you can convince him to take you to The Iron Throne, the underwater prison where he’s holding some Gondian prisoners - the families of the Gondians being forced to work at the Steel Foundry - along with some other notable characters.
You should definitely take advantage of this chance to rescue the various hostages at the Iron Throne, but when you return, the Waveservants will be waiting, and demand that you turn in Redhammer. If you agree, the quest ends and you receive the Wavemother’s Robe.
If you refuse to turn Redhammer over to them, you’ll have to fight them, with Redhammer helping you fight. You can loot the Wavemother’s Sickle from Flood Tide Allandra Grey after the fight.
