As a rapier main, I understand you and your impatient-ness. While ranged mantras does work on the Enforcer, and that you can simply time a dash when it pulls you, you still need to be patient enough to do parry trades with it. Since it is the only way where you can deal real damage and not just chip through it and waste 10 hours fighting it.
I never beat an Enforcer before, but watching some clips and getting advice from my friend led me to these tips you can use:
Bring a Parry Dagger or the Krystear as to shove down the amount of time you spend parry trading. As a one handed weapon, bringing those offhand weapons can certainly shove a hefty amount of time parry trading, which helps your impatient mindset. Alongside this, after a short while of getting a parry, sneak in a hit, as 10 out of 10 times the Enforcer would likely attempt to parry, and you waiting for that one short milisecond should be enough to turn it into a block (Which is what I subconciously use day to day).
Ranged mantras. That's it
Ironically against the second tip, DO NOT RUN. Running only increases the chance you get pulled. Sure you can roll but that messes up your plans
PARRY THE SPIN. Either parry it or stay out of it. With tip 1 paired, you could get enough posture damage against it such that your next hit would come with a block break.
Do note Enforcers have hyper armor, and that sometimes despite being block breaked would not have their attacks canceled. Only go for breaks when you are sure the funni depths executioner doesn't go for the funni speen attack
Also if you do plan on sticking to the rapier for your build don't follow Zox's advice and get/redeem Way of Navae. If you aren't maxed out (Lv20) your hands will get messed up pretty bad. Learnt that the hard way when redeeming Jus Karita on my last Rapier build before maxing out. Everything's just Jus Karita
Well, I'm a rapier user, if you're a max level and you got speed demon; proc your speedboost then while the enforcer is spinning get as many M1s in as possible, Enforcers often never block your whole crit; from experience. (Also to start off with enforcer spinning stand at a certain spot.)
