Why can’t he go there? If he wanted there?
Canonically, he can't go over there because he's wanted in Great Plains and Tall Trees. In other words, for him to get to New Austin, he would have to get through those two areas first.

Has anyone tried canoeing there? It would take forever and a half, but they shouldn’t be wanted in New Austin, right?

I listen somewhere, that after Angelo Bronte, Man of Honor the Player can Glitch to New Austin with Arthur.
Yeah u can but u should finish game then when u play as John u should go to Banking the old American art. Then u should skip first movie and tap fast on X then u can go to new Austin without any bounty.
Actually it kills you the moment you cross the border it is like when you jump in the geyser it kills you instantly
