If we go by the part 1 statement when Itachi was speaking to Kisame. Jiraiya would be equal to Itachi and not stronger than him. And they do have equal part 1 stats. But wait…I’m not finished. Via statements & feats Itachi is significantly stronger than Jiraiya
This is one of the biggest misconceptions in the series and perhaps even a retcon (though unlikely because kishimoto had majority of the story planned since part 1) we even see obito as early as chapter 16 so nothing is really a retcon) but that’s not my point.
What people don’t realize is a Itachi was a spy he only wanted to protect the village and was still working for hiruzen. He spared Kurenai, asuma and kakashi. (We learn in the shinden novels that Tsukuyomi can instantly kill) And he disengaged Jiraiya but was always stronger than Jiraiya. He was always stronger than orochimaru, he even made orochimaru leave the organization and defeated him twice, he one shot deidara. He one shot nagato and defeated Kabuto (with assistance) He one shot the multi headed dog that Jiraiya fought for an entire episode! He was keeping up with kcm Naruto and fought on seemingly on par with EMS Sasuke who are both above Jiraiya and the sanin. Kabuto was so impressed by Itachi he called him “too damn good” when he figured out the rinnegan eyes were linked disabled nagato’s vision with blind spots. He’s so fast that Kakashi, Hebi Sasuke, Kabuto, Nagato cannot read his hand signs. In conclusion a Healthy Itachi or Edo Itachi can win against Jiraiya high diff. Well yes Itachi is stronger than Orochimaru and Defeated him twice, and he did technically beat Nagato (with Help from KCM Naruto and Killer B) and put down his animals faster than even Jiraiya but that was because of Amaterasu, The Black Flame that burns until nothing is left, ALSO Itachi didn't one shot Nagato, he needed help from Naruto and B to help him drive Nagato into a corner than Surprise him with his Susanoo Blade, which seals rather than kills. ALSO Jiraiya did surpass Orochimaru, and does have techniques that can counter a-lot of Itachi's, one of Them is Sage Mode, well not mastered, he did kill half of The 6 Paths of Pain and even Nagato said that if Jiraiya knew his weakness and secret, he would have won. BUT Itachi is seemingly stronger and faster, and has a more deadly arsenal which includes Amaterasu, Tsukuyomi, and Susanoo, which would overwhelm most of Jiraiya's arsenal. SO yeah as much as I love Jiraiya and believe he was stronger than Kisame and Itachi during Part 1, Itachi overall is winning this.

@Yoshua Uzumaki I did mention (with assistance) but Itachi did absolutely carry the fight and saved Killer Bee and Naruto. Ultimately his haxes and intelligence is what stopped nagato. It would only be high or extreme diff If Jiraiya goes into Sage mode. Itachi has absolutely no counter for his sound genjutsu. But 1. Itachi has a history of finishing his opponents very quickly, where as it took Jiraiya an entire episode to enter Sage mode and summon the great toad sages I think Itachi would attempt to end him before that. And 2. Itachi has better feats while fighting against Edo Nagato than Jiraiya does against fighting 3 support paths. Edo Nagato > The 3 support paths of pain. Not to discredit Jiraiya but he couldn’t handle more than 3 paths at once and when all 6 appeared he got overwhelmed very quickly it wasn’t much of a fight then. And nagato saying if Jiraiya knew his secrets he would’ve won. I think he was paying his respects because Jiraiya was a tough opponent.

Wait one thing to keep in mind jiraya can use sage mode itachi can't and i know jiraya does not posses this but itachi has no rinnegan, but then again itachi was a spy for jiraya so maybe he deliberately fled?

Like @Yoshua Uzumaki said, Jiraiya could give Itachi a run for his money with Sage Mode, as he has the strength advantage and can unleash even larger versions of his already wide and long range jutsus. Summons could also definitely trip up Itachi as well, but Itachi is also very wise and strategic in his own right, and Sussano is an easy counter to Jiraiya himself and his summons. Jiraiya also lacks defense against genjutsu, and if Ma and Pa try to use Frog Song, Itachi will most likely figure it out and kill them, or get Jiraiya injured trying to protect them.

Yes you're right👍 i said many people to this matter in online..I explain everything about this scenario..Yes itachi didn't give time to Jiraiya and Tsukyomi fast was Picasso second also itachi was intelligent he didn't give chance to Jiraiya's toads he can kills ma and pa toads.Itachi speed in stats 5/5.No one find itachi in crow clone Genjutsu..And itachi find weakness of opponents and he was Easily read opponent moves also. itachi Clears Jiraiya if he was in Akatsaki side🙂
