Called tostadas, the precursor to what we know as tortilla chips have been around for ages, with no known inventor (we're guessing it was the salsa-loving Aztecs). The chips made their way into Southern California restaurants around 1900, but nobody thought much of them.

Although first mass-produced commercially in the U.S. in Los Angeles in the late 1940s, tortilla chips grew out of Mexican cuisine, where similar items were well known, such as totopos and tostadas.

Chips and salsa is a U.S. invention, full stop. Restaurants in touristy places in Mexico serve it, because their tourist customers expect and demand it. And it tastes different because it is not a dish that Mexicans are accustomed to serving.
