Apple uses the phrase repeatedly, but doesn't define it. (Poorly done Apple!)
Does it mean its the only card that will be used for Apple Pay?
Does it mean its the first card that will be tried and then it will move on to the other?

It means that it is the card that will be charged. It is the card that the payment "defaults" to.

If the default card has a problem I switch the cards. My default never has a problem.
