Silicon manufactures sometimes make mistakes when "binning" their silicon wafers. An i3, i5, i7 may all be cut from the same silicon wafer. However certain features may be disabled or even simply speed limited. Overclocking can help you determine if you got a better chip than you paid for. "Binning the lottery" Same goes for GPUs. A 4060 might be able to run much faster depending on how aggressively the silicon wafer was binned. More perfect wafers mean higher clock speeds at lower voltages. Keep in mind Asus and EVGA do a lot of overclock research and development to maximize performance so their hardware may already be overclocked out of the box. Their gear may also have greater potential past that as well!

To squeeze extra performance out of a chip. It won't be anything to write home about these days. However for an older system the performance increase and the work required to get it may keep you out Microcenter for another year or too.

Heat increases exponentially with voltage and CPU clock speed. So overclocking requires a much bigger CPU cooler. Sometimes twice as big as the stock cooler depending on your speed increase and voltage increase
