Problem
When trying to turn off 2 step verification for a user, the option is grayed out.
Environment
- Admin console
Solution
- Move the user to an organizational unit where the 2-step verification is not enforced.
- Log in to the Admin console.
- Under Users, click the user's name (blue letters).
- Click Security on the right side options.
- Select 2 Step Verification and turn it off for the user
- Note: If a user is suspended you will not be able to turn it off, in that case temporarily lift the suspension and turn of 2 step verification.

2-Step Verification is enforced on the user's organizational unit.
