Hello all,
How can I understand the iOS version of an iPhone by checking its IMEI? I think the last part of IMEI is called SVN which shows the software version. I have an iphone 4 with an IMEI ending with 17 and I'm using 6.0.1. So what does 17 mean?

The IMEI will not tell you what version of iOS is on the phone. The iOS can be upgraded over time. The IMEI stays the same for the life of the phone. The IMEIs don't "mean" anything to the best of my knowledge.
You can tell the iOS version by going into Settings>General>About

I'm talking about IMEISV, Please read the wiki,
The IMEISV drops the Luhn check digit in favour of an additional two digits for the Software Version Number (SVN), making the format AA-BBBBBB-CCCCCC-EE
For example, the old style IMEI code 35-209900-176148-1 or IMEISV code 35-209900-176148-23 tells us the following:
TAC: 35-2099 - issued by the BABT (code 35) with the allocation number 2099
FAC: 00 - indicating the phone was made during the transition period when FACs were being removed.
SNR: 176148 - uniquely identifying a unit of this model
CD: 1 so it is a GSM Phase 2 or higher
SVN: 23 - The "software version number" identifying the revision of the software installed on the phone. 99 is reserved.

Yes, I read that. A) The iPhone appears to use an IMEI not an IMEISV and B) You can tell what the software version of the phone is by looking at Settings>General>About and C) why does this matter?

Ask the person who has it. There is no IMEISV shown on the iPhone, not on the box, not on the phone itself, only a 14 digit IMEI with a checksum digit. And, as I keep telling you, the sofware version of the phone changes over the life of the phone. The IMEI does not. So, even if you could find out what software version the phone had when it left the factory, unless that version was identical to the current version, you would have no way of knowing if it was correct.

The iOS version changes over time. The IMEI does not. The iPhone uses a 14 digit IMEI number (plus the check digit). You can see this yourself in Settings>General>About.

All phones have an IMEISV, that's a standard. I dont have the phone with me, I just have full 16 digit IMEISV and I want to learn what iOS it uses.
