eBay will never transfer a payment to a seller's PayPal account. Payments go to the seller's bank account now, no matter how the buyer pays.
And yes, as there was when PayPal was eBay's payment processor, the seller still pays a payment processing fee through eBay's Managed Payments which is their new payment processor.
