- Prerequisite(s): Complete"Initiate of Mysteries" and use the Terminal during "Novice of Mysteries" and select "The Voice of Set"

Listen to the Voice of Set Holotape
- Listen to the "Order of Mysteries - Voice of Set"Holotape to complete this objective
Search Cryptos for experimental weapons research
- After listening to the Holotape, go to the basem*nt of Riverside Manor and visit Cryptos.
- Login as $Unknown_User
- Select Database Queries
- Then select Novice |Weapons Research which will help you locate the components to build the Voice of Set
Locate the EMP research program
- Head to Sugar Grove, which is on the East side of the Savage Divide, east of Top of the World.
- Once you have entered Sugar Grove, head straight forwards and through the open doorwayand turn left at the second door to go down the stairs. Once down the stairs, head straight again towards the room with the snakelike image. Do not go down these stairs, but turn left towards the quest marker. In this room towards the back, you will find the "Advanced Research Terminal."
- Select Research Projects and read through the terminal's project reports and mail messages to learn more about the program.
Find a way to copy the EMP research program data
- While reading through the terminal, select [Pulsar" - EMP Weapons Development] (ResearchLog: 10/21/77) to find out that you need to acquire a Project SIPHON Holotape.
Get a Project SIPHON Holotape
- Follow the quest marker down the stairs and through a door and access the Analyst's Terminal.
- Select [Project SIPHON]and then [Dispense Project SIPHON Holotape]
- Exit out of the terminal and go back to the Advanced Research Terminal
Use the Project SIPHON Holotape to extract the data
- When you get back to the Advanced Research Terminal and select LOAD HOLOTAPE and choose "Project Siphon Holotape"
- Select [Download Data] which will execute PROJECT SIPHON code.
Upload the data into the Fabricator
- Head back to Riverside Manor and go down to the Fabricator in the basem*nt
- In the terminal, selectLoad Holotape and choose the "Project SIPHON Holotape"
.
- Once you have uploaded the Project SIPHON Holotape, choose [Upload Data]
Use the Fabricator to make the Voice of Set
- After uploading the data, select [Fabrication Services] -> [Novice | Voice Of Set] to dispense the Voice of Set
