The Gresham Police Department is led by Police Chief Travis Gullberg, who has over 23 years of law enforcement experience in East County and the City of Gresham. A Deputy Police Chief, two captains and four lieutenants comprise the Police Department’s command staff.

Chief Travis Gullberg
Chief Travis Gullberg began his law enforcement career 26 years ago. He joined the Gresham Police Department in 2021.
The Chief oversees the administration and operations of the Police Department’s Patrol, Investigations, and Support Services divisions.
Chief Gullberg has worked in many career assignments. He was the designated Chief for the City of Troutdale and TriMet Transit Division, Patrol Operations captain, Professional Standards captain, River Patrol lieutenant, dive team, search and rescue, detectives, public information officer, field training officer, and Civil Process Unit.
Chief Gullberg plans, coordinates and directs the activities of the Police Department. He manages resources and establishes goals and objectives while delivering effective public safety services to the community.
The Police Chief is a sworn, department head position and a key member of the Executive Team, reporting directly to the City Manager. This position is highly visible and collaborates regularly with City staff, elected officials, committee members, partner agencies, and the community at large.
Chief Gullberg holds a Bachelor of Science degree in Sociology and a Social Work degree from Warner Pacific College, and a Graduate Certificate in Criminal Justice Education from the University of Virginia. A graduate of the FBI National Academy, he also holds a master’s degree in Public Safety from the University of Virginia.
Command Staff
Deputy Chief William Smith
Deputy Chief Bill Smith has over 25 years with the Gresham Police Department.
Deputy Chief Smith works for the Chief of Police and assists in the oversight of the day-to-day operation of the Police Department. He provides highly responsible and complex administrative support to the Police Chief.
During his tenure, Deputy Chief Smith has worked in patrol, gang enforcement, investigations, SWAT, training and services, and has managed the Operations and Services and Administration divisions.
Deputy Chief Smith has a bachelor’s degree in criminal justice, is a graduate of the FBI National Academy (session 271), has completed the FBI Law Enforcement Executive Development Association Leadership Trilogy, and is a graduate of the Oregon Executive Development Institute (session 27).
Captain John Rasmussen
Captain John Rasmussen is a 17-year member of the Gresham Police Department.
Capt. Rasmussen oversees patrol operations, SWAT (special weapons and tactics), Rapid Response Team, UAS/Aviation (drones), and the K-9 Unit.
A part of the Police Department’s public information team since 2011, he is also a member of the Peer Support Team since its inception.
A former member of the Crisis Negotiation Team for more than a decade, Capt. Rasmussen’s work in specialty units includes school resource officer, person-crimes investigator, child abuse investigator, and gang detective.
Capt. Rasmussen has Bachelor of Arts degrees in Theology and Speech Communication, and he attended the Oregon Executive Development Institute (session 33).
Captain Kyle Lewis
Captain Kyle Lewis began his career with the Gresham Police Department in 2005.
Currently, Capt. Lewis oversees the Services Division, which includes investigations, recruiting, hiring, training, equipment, information technology, professional standards, and accreditation.
Experienced in both uniformed patrol and investigations, Capt. Lewis has participated in and supervised a variety of specialty units.
Capt. Lewis holds a Bachelor of Arts degree and a Juris Doctor degree.He is a graduate of the Oregon Executive Development Institute. Capt. Lewis completed the FBI Law Enforcement Executive Leadership Development Association Leadership Trilogy.
Lieutenant Jeff Miller
Lieutenant Jeff Miller is a 22-year member of the Gresham Police Department.
Lt. Miller is Gresham Police’s Community Engagement Lieutenant and oversees the Neighborhood Enforcement Team, School Resource Officers, Records Unit, and TRU (telephone reporting unit).
He has worked in many specialty units, including as a school resource officer, detective and child abuse investigator, hostage negotiations team member, crisis intervention team member and trainer, and field training officer.
Lt. Miller has been part of Police’s Peer Support Team since its inception.
Lieutenant Miller attended the FBI Academy in 2020 and he has a bachelor’s degree from Western Oregon University in Criminal Justice.
Lieutenant David Schmidt
Lieutenant David Schmidt is a 20-year member of the Gresham Police Department.
Lt. Schmidt supervises the State Emergency Response Team (SERT) unit, which includes SWAT (Special Weapons and Tactics Team), Crisis Negotiation Team, K-9, Rapid Response Team, UAS (drones), and the honor guard unit. Before his latest assignment, he supervised patrol operations.
Before coming to Gresham, Lt. Schmidt worked for Multnomah County Sheriff’s office for eight years.
With Gresham Police, Lt. Schmidt has worked in patrol, gang enforcement, investigations, EDU, SWAT, and was a survival skills instructor. He earned his master defensive tactics instructor certificate. As a sergeant, he supervised the gang unit, investigations, survival skills, Rapid Response Team and honor guard.
Lt. Schmidt graduated from the Oregon Executive Development Institute (session 28) and attended the Leadership Institute Conference in Las Vegas. He is attending the FBI Law enforcement executive leadership development courses with the goal of completing the trilogy.
Lieutenant Matthew Clay
Lieutenant Matthew Clay is a 24-year member of the Gresham Police Department.
Lt. Clay serves as Investigation’s commander, providing support to a team of highly skilled detectives and helping coordinate with partner agencies participating in a regional Major Crimes Team.
He was promoted to sergeant in 2008 and lieutenant in 2019.During this time, Lt. Clay served in many roles including patrol officer, gang enforcement officer, field training officer, firearms instructor, firearms sergeant, special weapons and tactics (SWAT) team member, SWAT team leader, Hostage Negotiations Team sergeant, Behavioral Health Team sergeant, patrol watch commander, and emergency management coordinator.
Lt. Clay is an Army veteran serving with the 2ndRanger Battalion in Fort Lewis, Washington. He completed the FBI Law Enforcement Executive Leadership Development Association’s Leadership Trilogy and is a graduate of the Oregon Executive Development Institute (session 33).
Lieutenant Kevin Barton
Lieutenant Kevin Barton joined the Gresham Police Department in 2022, after serving more than 20 years in the State of Washington. Lt. Barton oversees the Professional Standards Unit for the Gresham Police Department, where he manages internal affairs and policy for the organization.
Before his appointment to a command-level position, Lt. Barton served in various leadership and investigative roles including patrol, street crimes detective, gang investigator, narcotics detective, Drug Enforcement Administration Task Force officer, polygraph examiner, use of force instructor, SWAT, crisis negotiator, internal affairs, and as a Sergeant. He subsequently served as the Lieutenant managing the Services Division, which included the training unit, professional standards unit, hiring/recruiting and logistics before being appointed to his current position.
Lt. Barton is a U.S. Marine Corps veteran who served in the infantry. He holds a bachelor’s degree in Criminal Justice Administration from Columbia Southern University and a master’s degree in Communications from Purdue University. Lt. Barton is a graduate of the FBI National Academy – Session # 286 and has completed the FBI Law Enforcement Executive Development Association Leadership Trilogy.
Lieutenant Stephen Taylor
Lieutenant Stephen Taylor joined the Gresham Police Department in 2013 and has worked in law enforcement in Oregon since 1994. Prior to joining the Gresham Police Department, Lt. Taylor worked for the West Linn Police Department and The Dalles Police Department.
Lt. Taylor is assigned to the Police Departments Services Division, where he oversees professional standards, recruiting, hiring and training.
During his career, Lt. Taylor has served in a number of assignments including patrol, investigations, Neighborhood Enforcement Team, field training officer, SWAT, Reserve Officer Unit Coordinator and Peer Support.
Lt. Taylor is a U.S. Navy veteran who served as a reactor plant operator on fast attack submarines. Lt. Taylor graduated from the Oregon Executive Development Institute (session 22). He is currently enrolled to attend the FBI Law Enforcement Executive Development Association and will complete the Leadership Trilogy in 2023.
