Mystery Gift is a feature in the game that allows players to redeem download codes, connect to a Poké Ball Plus to redeem Mew, or connect wirelessly to Nintendo-sponsored events to obtain special Pokémon or items.
The Mystery Gift feature becomes available after you have battled your Rival for the first time. Before then, the Communicate menu option will be grayed out.
The Poké Ball Plus option is available when using the Poké Ball Plus as your in-game controller.
Once you have received a gift, it will appear in your Pokémon Box.

Complete these steps
Launch Pokémon: Let’s Go, Pikachu! or Pokémon: Let’s Go, Eevee! from the Nintendo Switch HOME Menu.
Press the X Button during gameplay to access the in-game menu.
Select Communicate.

Once you have received a gift, it will appear in your bag, party, or Pokémon boxes. You can select Check Mystery Gifts from the Mystery Gift menu to view the Mystery Gifts you've previously received.

Once you've connected your Poke Ball Plus to your Nintendo Switch, pause Pokemon Let's Go by pressing X.Now scroll over to the 'Communications' option, and click on it.Next, click on the 'Mystery Gift' option, and you'll have the opportunity to download Mew into your save game of Pokemon Let's Go.
Log in using the same credentials you use to access your Pokémon GO account.Enter your offer code. After successfully redeeming an offer code, a message will display the items added to your inventory.
According to the official Pokémon website, the Shiny Lucario code for Mystery Gift is “SH1NYBUDDY”. After you type that in and the game correctly indicates that you intend to grab the Shiny Lucario Gift, you can claim it.
Starting on February 13, 2024, there will be a change to how Trainers using Android devices redeem offer codes in Pokémon GO. After this date, Android devices will be unable to redeem offer codes within the app—instead, all users can redeem their offers via the Pokémon GO Web Store.
