The Susanoo is a power of the Uchiha clan that is accessible to those who have awakened the Mangekyo Sharingan in both eyes. It allows them to summon a giant humanoid made entirely out of the user's chakra.

The Susanoo is quite powerful and when completed, it can slice through mountains with little to no effort. It goes without saying that this power is among the strongest in the world of Naruto, however, quite a few abilities have managed to match it, with some even surpassing it.
10 Stronger: Six Paths Sage Mode
The Six Paths Sage Mode is a power unique to Naruto Uzumaki. It was offered to him by Hagoromo Otsutsuki during the Fourth Great Ninja War. Thanks to this power, Naruto became strong enough to overwhelm the likes of Madara Uchiha in battle, who was in his Ten-tails form at that time.
Six Paths Sage Mode ranks among the strongest powers in the Naruto world and is head and shoulders above the Susanoo.
9 Weaker: Gaara's Absolute Defense
The Fifth Kazekage of Sunagakure, Gaara is an extremely capable ninja who holds the ability to manipulate sand at will. Gaara is protected by sand at all times, thanks to the love of his mother.
However, when Gaara needs extra protection, he has access to the Absolute Defense as well. Strong as it, it simply doesn't compare to the majestic power of the Full-body Susanoo which can't be penetrated by any outside force.
8 Stronger: Ten-tails Jinchuriki Transformation
After reviving the Ten-tails, anyone strong enough can become its Jinchuriki and gain immense powers. In the Naruto series, fans got to see Obito Uchiha achieve this power, and after him, Madara Uchiha did the same.
In both cases, becoming the Ten-tails Jinchuriki granted the power that was significantly greater than that offered by the Susanoo, as confirmed when Madara chose to use it and considered it a major step up in terms of strength.
7 Weaker: Shikotsumyaku
Shikotsumyaku is a Kekkei Genkai ability that is accessible only to the members of the Kaguya clan. This power debuted in the story with Kimimaro, one of the Sound Five ninjas. Shikotsumyaku allows a user to manipulate their skeletal structure at will and even alter the density of the bones accordingly, making them even harder than steel if they wish.

It is considered to be a form of Ultimate Defense, however, fell short of Shukaku's power, which itself is inferior to that of the Full-body Susanoo.
6 Stronger: Eight Inner Gates Released Formation
The Eight Inner Gates technique allows the user to open the limiters placed on their body and in doing so, achieve an incredibly high power level. After opening all the Eight Gates, the user gains power greater than the Five Kage combined at the cost of their life.
When used by Might Guy, it proved to be strong enough to match Madara Uchiha in battle and at times, it could even overwhelm him. Surely, the Susanoo is no match for this monstrous ability.
5 Weaker: Sage Mode
Sage Mode is a power that can only be gained by a few people in the Naruto world. To gain this power, the user must, first and foremost, have great chakra reserves and secondly, become one with nature.
Mastering Sage Mode gives the user a tremendous power boost, however, regular Sage Mode certainly pales in comparison to the power of the Susanoo. To match Sasuke, Naruto needs to often rely on Kurama's power, combined with the Sage Mode.
4 Stronger: Baryon Mode
The Baryon Mode is the strongest power of Naruto Uzumaki, however, it is quite different from all the others that he's gained in the story so far. This power of his makes him use his and Kurama's chakra as raw materials to be able to develop a stronger power.

As his life force burns, Naruto can temporarily access a power that makes him stronger than even the Otsutsuki clan members. Without a doubt, this ability is much stronger than the Susanoo.
3 Weaker: Eight Trigrams Rotation
Eight Trigrams Rotation is an ability that only masters of the Byakugan can use. By gaining control over their chakra points, a Byakugan user can emit chakra from them, and by spinning at a high speed, they can create a defensive wall around them.
This technique was said to be a form of Ultimate Defense and it even countered some attacks from the Ten-tails, however, when compared to the full might of the Susanoo, the Eight Trigrams Rotation is hardly a comparison.
2 Stronger: Shinsuusenju
Used by Hashirama Senju, Shinsuusenju is a majestic attire created by using Wood Release powering it up with Sage Mode. This ability was seen being used against Madara Uchiha at the Valley of the End and it was great enough to overwhelm the Susanoo-clad Kurama without any trouble.
This attire is more than capable of holding its own against the Susanoo, which is one of the reasons why Madara lost to Hashirama.
1 Weaker: Tailed Beast Transformation
Tailed Beast transformation allows a Jinchuriki to access the complete beast form, provided they have managed to gain perfect control over it. The likes of Killer Bee and Naruto Uzumaki could do it without any trouble towards the end of Naruto.
This power is, more or less, comparable to the Susanoo, however, Naruto often used Sage Mode in conjunction with the Tailed Beast Transformation to keep up with Sasuke, all but confirming that this power, on its own, is slightly weaker.
