Kaguya Otsutsuki is one of the strongest, if not the strongest, characters in Masashi Kishimoto's Naruto series. Hailing from the mysterious Otsutsuki Clan, Kaguya first came to Earth centuries ago and established complete control over the populace. With the thirst of power growing within her, she got stronger and more dangerous and was ultimately taken down by her sons, Hagoromo and Hamura Otsutsuki.

The Fourth Great Ninja War saw the return of Kaguya Otsutsuki as a fearsome antagonist. Over the years, few have managed to gain powers similar to hers and even fewer have managed to surpass her. Here are 5 characters in Naruto who can defeat Kaguya Otsutsuki and 5 more who can't.
10 Can Defeat: Naruto Uzumaki
Naruto Uzumaki is the protagonist of the Naruto series and easily one of the strongest shinobi to ever exist. During the 4th Great Ninja War, Naruto gained tremendous powers, thanks to his bond with the Tailed Beasts.
Furthermore, the Sage of Six Paths granted him the ability to use Six Paths Yang powers, making him tremendously powerful. He fought against Kaguya Otsutsuki and held his own, ultimately playing a massive role in sealing her. After the war, Naruto has gotten several times stronger, which means that he could possibly be stronger than Kaguya Otsutsuki now.
9 Can't Defeat: Obito Uchiha
Obito Uchiha became the first Jinchūriki of the Ten-tails during the Fourth Great Ninja War and received powers greater than any other shinobi at the time. He was powerful enough to take on every single shinobi alive at once during the war.
However, Obito wasn't nearly as strong as Kaguya. This is evident from the fact that Naruto and Sasuke managed to keep up with Obito even without any Six Paths Powers. In Kaguya's case, they would've died had they not had any Six Paths powers.
8 Can Defeat: Sasuke Uchiha
Sasuke Uchiha's progress has been quite similar to that of Naruto Uzumaki, and by adulthood, he's considered to be the only equal of the Seventh Hokage. Consequently, he should be powerful enough to take on Kaguya Otsutsuki as well.
Sasuke's powers have improved massively over the years, and he even bridged the gap between him and Naruto Uzumaki over time. His control over the Rinnegan is nothing short of magnificent, and that should be more than enough to see him fight against Kaguya Otsutsuki.
7 Can't Defeat: Madara Uchiha
After Obito, Madara Uchiha became the next Jinchūriki of the Ten-tails; however, he was considerably stronger than Obito in the same form. Madara further absorbed the God Tree, making him nearly immortal.

He also awakened the Rinne-Sharingan, the Dojutsu of Kaguya Otsutsuki. Unfortunately for him, he still wasn't a match for Kaguya. According to Naruto and Sasuke, Kaguya's powers were significantly greater than that of Madara, which all but proves that Madara was weaker than her.
6 Can Defeat: Momoshiki Otsutsuki
Although this may appear to be controversial to some, Momoshiki Otsutsuki appears to be stronger than Kaguya Otsutsuki was in Naruto. Although his base form appears to be weaker, once he absorbed Kinshiki, his powers grew dramatically, and he became powerful enough to take on adult Naruto and Sasuke together at once.
He is said to have possessed powers great enough to wreck entire stars. A battle between him and Kaguya Otsutsuki could go either way, but we're betting our money on Momoshiki.
5 Can't Defeat: Hashirama Senju
The First Hokage of Konohagakure, Hashirama Senju, was quite possibly one of the strongest shinobi, surpassed only by a handful of shinobi. His skill made him renowned as the 'God of Shinobi.' However, there's a massive difference between a God of Shinobi and a real God.
Hashirama openly exclaimed to be weaker than Ten-tails Obito, who was very weak compared to Kaguya. For Kaguya, dealing with Hashirama Senju shouldn't be a problem at all.
4 Can Defeat: Hagoromo Otsutsuki
Kaguya Otsutsuki's elder son, Hagoromo Otsutsuki, is one of the few people who could possibly be able to defeat her. Although he did have help from Hamura in his fight against Kaguya, it must be noted that Hagoromo became the Ten-tails Jinchūriki after defeating Kaguya and gained even greater power.

Thus, prime Hagoromo Otsutsuki should, more or less, be on the same level as the Progenitor of Chakra, Kaguya Otsutsuki, herself. Given his vast powers, it wouldn't be too hard-pressed to assume that he is stronger.
3 Can't Defeat: Minato Namikaze
Minato Namikaze was the Fourth Hokage of Konohagakure, and he possessed enough power to become a legendary shinobi. When it comes to human shinobi, he was undeniably one of the best there ever was.
However, Kaguya is a different thing altogether. For Minato Namikaze, getting the better of Kaguya is simply not possible. There's no denying that he's strong, but Kaguya's godly powers see to it that she remains superior to Konoha's Fourth Hokage.
2 Can Defeat: Isshiki Otsutsuki
The latest Otsutsuki member to have been introduced in Boruto, Isshiki Otsutsuki is said to have been the partner of Kaguya Otsutsuki when she first arrived on Earth. It is unknown where exactly he was all this time, but he's made Jigen into his vessel. Isshiki's own power appears to be far greater than Kaguya's.
Where Kaguya struggled to take on teen Naruto and Sasuke at once, Isshiki managed to take on adult Naruto and Sasuke together and defeat them as well. What's more, he did so without even receiving a single scratch. It's quite clear that he's stronger than his former partner, Kaguya Otsutsuki.
1 Can't Defeat: Toneri Otsutsuki
Toneri Otsutsuki is quite a powerful character and someone who possesses the unique ability of the Tenseigan. He appeared as an antagonist in The Last: Naruto the Movie. True to the Otsutsuki name, Toneri proved to be a massive threat, capable of destroying the moon, and even the Earth to see his plan succeed. He also possessed the power to restart life from scratch, which just goes to show how overpowered he was.
Despite all that, he was put down by Naruto Uzumaki with just one punch. Moreover, Naruto didn't even use his Six Paths Sage Mode against Toneri, relying solely on Kurama Chakra Mode and Sage Mode. To make things even more astounding, he defeated Toneri with just half of Kurama in his body, which makes it painfully obvious that Kaguya is superior to him in every way.
