Background
Local Cycling and Walking Infrastructure Plans (LCWIPs) are a 10 year strategic approach to cycling and walking improvements. They form part of the Government’s strategy to increase the number of trips made on foot or by cycle.
The LCWIP process helps us to maximise the impact of projects, by identifying local cycling and walking improvements that may also benefit other modes of active travel.

Local plans and consultations
LCWIPs that are currently being developed:
- East Herts District Council -learn more and have your say by 20 September
- Dacorum Borough Council - learn more
- Hertsmere Borough Council - learn more
LCWIPs that we consulted on and the feedback is currently being reviewed:
- Three Rivers District Council - Consultation closed in July 2023
- North Herts District Council -Plan adopted in September 2023.
- St Albans City and District Council - Plan adopted in November 2023.
- Stevenage Borough Council - Plan adopted in 2019.
- Watford Borough Council - Plan adopted in January 2022.
- Welwyn Hatfield Borough Council - Plan adopted in March 2023.
