In the Blob Output tool there is an option to rename the file using a field. All you need to do is create the filename you want including the date, and use that when outputting the Blob.

In the navigation pane, access the folder of the topic that you created and expand the folder tree. subfolder and copy the target name into the clipboard. Access the folder of the workflow and expand the folder tree. subfolder and replace the target name with the name that you copied from the topic folder.
