The first of those documents, updated on 08/10/2022, is quite clear to me:
We are not deprecating TLS 1.0 and TLS 1.1 support. We are simply disabling it by default, ... Individuals can turn it back on for their personal devices by navigating to Tools > Internet Options > Advanced in Internet Explorer.
If this is in fact not the case, perhaps the article could be edited to make this clear.

The internet standards and regulatory bodies have deprecated or disallowed TLS versions 1.0 and 1.1 due to several security issues. Starting with Windows 11 Insiders Preview and Windows Server Insiders Preview releases in 2024, they will be disabled by default.
On Windows 11, open Settings > Troubleshoot > Other troubleshooters , then click Run next to "Windows Store Apps." Follow the on-screen instructions to fix problems with Windows apps installed from the Microsoft Store, including Edge.
In the Windows menu search box, type Internet options. Under Best match, click Internet Options. In the Internet Properties window, on the Advanced tab, scroll down to the Security section. Check the User TLS 1.2 checkbox.
In the Internet Options window on the Advanced tab, under Settings, scroll down to the Security section. In the Security section, locate the Use SSL and Use TLS options and uncheck Use SSL 3.0, uncheck Use SSL 2.0, and also uncheck Use TLS 1.0. If they are not already selected, check,Use TLS 1.1, and Use TLS 1.2.
