You should always start with the org context to explain the 'Why' of it. Once done, you should go on to explain how you got the budgets and how did you utilise it optimally. It should be linked to your strategic imperatives and how the budgets aided in the process.

Budget is tricky. It needs deep understanding. Create linkage with the project or initiative. SMART Goals are important. Crate a relationship between business goals and budget. Dive deep into the figures to make realistic budget by taking into account the market ups and down, inflation and contingencies. Keep control on spendings against budget, importantly whether goals were achieved and deliverable were realized. Spendings and achievements should be comparable. Going to the basic is important.

Something that shows you tend to remain under budget, allocate the entire amount, or go slightly beyond as per need (rare instances). Your examples should reflect consistency with the aforementioned criteria and convince the hiring manager of your resource management skills for complying with budgetary constraints. Moreover, you need to establish expertise with understanding the project score and predefining forecasts in order to share expert opinion on what the budget should be ideally.
