Sacramento Steps Forward|Homeless Emergency Aid Program (HEAP)/California Emergency Solutions (CESH)

About HEAP

The Homeless Emergency Aid Program (HEAP) was established by statute to provide localities with flexible block grant funds to address their immediate homelessness challenges. It is administered by the California Homeless Coordinating and Financing Council (HCFC).

The Sacramento City and County Continuum of Care received $12,729,412.12 of HEAP funds.

About CESH

The California Emergency Solutions and Housing (CESH) Program provides funds for a variety of activities to assist persons experiencing or at risk of homelessness. The California Department of Housing and Community Development(HCD) administers the CESH Program. HCD granted CESH Program funds in the form of five-year grants to eligible applicants in 2018 and 2019.

The Sacramento City and County Continuum of Care received $1,619,424 in 2018 CESH Funds and $906,760 in 2019 CESH Funds.
