Overview
A vessel can be hired or leased through the following 2 (two) procedure :
- Through the process of tender
- Directly from the DIWT office.
Tender documents can be purchased by paying Rs. 1000.00 (Rupees One thousand) only in the form of non-refundable demand draft in favour of “The Director, IWT, Assam” payable at Guwahati at any Nationalized / Scheduled Bank from the office of the Director, IWT, Assam, Guwahati-7 on any working day during office hours between 10.00 hours to 17.00 hours. Application for purchase of bid document should be addressed to the Director, IWT, Assam, Guwahati-7 by the intending tenderer(s) in their own letter head.Inland Water Transport Department reserves the right to accept or reject any or all of the applications without assigning any reason what so ever.
A person or intending hirer can directly approach the DIWT, Assam, Guwahati-7, for hiring of vessel for a short period of time (say for example for a month).
Process Flow
Tenders
After fulfilling the eligibility criteria , the submitted documents of the intending firms/tenderer along with the bid value are grouped together and a Comparative Statement is prepared and forwarded to the Govt. for their approval.
After approval from the Govt. the successful tenderer are requested to appear before the Director, IWT, Assam, with a non-judicial stamp paper of Rs. 100.00 (One Hundred) only for execution of Agreement (duly Notary) also for depositing of the security money (FDR/NSC).
Directly from the DIWT Office
The application along with the requisite enclosures are forwarded to the Govt. for approval from their end. After approval from the Govt. and before handing over the vessel , the hirer is asked to appear before the Director, IWT, Assam, with a non-judicial stamp paper of Rs. 100.00 (One Hundred) only for execution of the Agreement (duly Notary) and also for depositing of the security money.
Eligibility Criteria
The intending renderer(s) must fulfil the following eligibility criteria :
- The firm interested in hiring of IWT’s vessels must have a good track record and must not have been black- listed by any Government organization / PSUS/ Statutory Body / Major ports in the course of last 5 years (a Court Affidavit in support must be furnished).
- Two or more firms interested in hiring of IWT vessels may also submit joint bids by submitting a memorandum of understanding alongwith the joint bid.
- The intending tenderer(s) must have a minimum annual turn-over of Rs. 50.00 (Fifty) lakhs only during each of the last 3(three) financial years certified by a Chartered Accountant. The financial and technical strength of the bidders or consortium submitting joint bid shall be evaluated after combining financial and technical strength of all the firms. In case of joint bids or consortium the intending bidders have to qualify all the technical and financial criteria of the bid both jointly as well as individually
Guidelines for filling the form
Tender should be submitted in two covers viz separate sealed Envelop -1 (containing Part-I) and Envelope-2 (containing Part-II) and both the covers should be placed in an envelope clearly superscribing “Tender for hiring of commercial vessels of IWT” and the note “Tenders to be opened by the Addressee only” written prominently and Addressed to Director, IWT, Assam, Guwahati-7. Further, envelope containing each part shall be superscripted as under :

Documents Required
Part –I of the tender should be submitted along with the following documents:
- Original bid document duly filled in and completed in all respects except prices, signed with seal on each page as a proof of acceptance.
- Technical Bid: PART-I (Instruction to Bidders) duly signed with seal on each page as a token of acceptance of the terms and conditions of the hiring of IWT’s vessels as contained therein.
- Bank Draft / Demand Draft towards Earnest Money.
- Documents to establish the eligibility criteria:
- Balance sheet and the profit & loss account together with Tax
- Audit Report duly certified by a firm of Chartered Accountant for the last 3 financial years.
- Memorandum of Association and Article of Association / partnership deeds as applicable.
- Memorandum Of Understanding in case of tie-up with a firm who fulfils eligibility criteria.
- Receipt copy of service tax return filed with the concerned authority for last 3 years.
- Receipt copy of the return of Income filed with Income Tax Authority for last 3 years.
- Receipt copy of return of Employees Provident Fund (EPF) for last 3 years.
- Any additional relevant information to be furnished by the bidder :
- A market / operational plan proposed for the vessel to be taken on lease basis with mention of possible origin destination (O-D) pair(s) in a particular waterway i.e. NW-1 or NW-2.
- Part –II of the tender shall be submitted only with price Bid duly filled in for intended one or more vessel (s) signed and sealed.

How to apply
Application for purchase of bid document should be addressed to the Director, IWT, Assam, Guwahati-7 by the intending tenderer(s) in their own letter head given in Schedule I.
In case of hiring directly through DIWT, the person or intending hirer have to approach the Director, Inland Water Transport, Assam, through application and shall show a valid purpose and period of hiring of the vessel. A copy of approved work order or any other document in support to be furnished along with the application.
