He (Ruby) has competitors (other musicians perhaps?) who claim to have the skills and aptitude that he has (but they presumably don't).

"(They) claim they fostered (the skills/expression/etc.) which I offered (as a musician)"
Music, especially rap, has a lack of words, that might otherwise be used in real life conversation, for brevity, rhythm and artistic interpretation. Part of interpreting English lyrics is filling in the blanks.
