FY 2024 Budget Justification | U.S. Agency for International Development (2024)

The President’s Fiscal Year (FY) 2024 Budget Request for the State Department and the United States Agency for International Development (USAID) is $63.1 billion for foreign assistance and diplomatic engagement, which includes $32 billion in foreign assistance for USAID fully- and partially-managed accounts, $3 billion (10 percent) above the FY 2023 Adjusted Enacted level.

The request includes vital assistance to support Administration foreign policy priorities, including additional resources to assist the people of Ukraine and those impacted by Putin’s brutal and unprovoked invasion. The request also includes funding to respond to complex emergencies, invest in lasting food security, address rising inequality, and promote equitable economic growth and inclusive development. The FY 2024 President’s Budget also requests both mandatory and discretionary resources to out-compete China, strengthen the U.S. role in the Indo-Pacific, and advance American prosperity globally through new investments to respond to these unprecedented and extraordinary times.

KEY HIGHLIGHTS OF THE FY 2024 PRESIDENT’S BUDGET REQUEST

SUSTAINS U.S. LEADERSHIP IN HUMANITARIAN ASSISTANCE AND FOOD SECURITY

PRIORITIZES DEVELOPING ECONOMIES AND STRENGTHENING DEMOCRACIES

  • To support economic resilience and private sector engagement, the Budget requests $60 million for the new Enterprises for Development, Growth, and Empowerment Fund, an innovative effort to unlock and unleash outsized private sector impacts on global development challenges.

  • The Budget also requests funding for Bright Spot countries experiencing promising and recent democratic openings.

  • We will continue our work to combat democratic backsliding and rampant authoritarianism - the Budget requests $2.8 billion in USAID fully-or-partially managed accounts to foster democratic governance, counter corruption, and deliver on our commitments under the Summit for Democracy and the Presidential Initiative for Democratic Renewal.

BOLSTERS THE UKRAINIAN PEOPLE

  • We must ensure Putin’s war against Ukraine remains a strategic failure while supporting the Ukrainian government and people. The request includes $522 million for USAID fully-or-partially-managed accounts to provide economic and health assistance and ensure continuity of government services, invest in energy infrastructure and cyber security, and promote the resilience of the Ukrainian people as they defend themselves against Russia’s invasion.

SUPPORTS OUT-COMPETING CHINA AND INVESTS IN THE INDO-PACIFIC REGION

  • To build economic systems durable against PRC manipulation, the Budget requests $4.0 billion over five years in mandatory funding to support strategic, high-quality “hard” infrastructure investments, improve supply chains, and enable resilient economic growth and more transparent, rules-based economic systems in the Indo-Pacific region.

  • The Budget includes more than $3.2 billion in discretionary funding for State and USAID to support an open, secure, and connected Indo-Pacific Region and implement the Indo-Pacific Strategy to strengthen and modernize America’s alliances and partnerships in this vital region. This funding is in addition to the Budget’s request of $400 million for the State and USAID Countering PRC Influence Fund that will be used to fund a wide variety of new programming worldwide to resist the PRC government’s malign authoritarian model while advancing our own affirmative global development agenda.

CHAMPIONS GLOBAL HEALTH AND GLOBAL HEALTH SECURITY

  • To reaffirm the historic U.S. global health leadership role, the Budget requests $10.9 billion, of which $4.1 billion is for USAID managed accounts, to combat infectious diseases, prevent child and maternal deaths, bolster nutrition, control the HIV/AIDS epidemic, and expand the global health workforce to support the President’s Global Health Worker Initiative.

  • This includes $745 million at USAID to prepare for, prevent, detect, and respond to future infectious disease threats, including by partnering with countries to build and strengthen their health security capacities.

PROMOTES GENDER EQUALITY, EQUITY, AND EMPOWERMENT

  • Supports the implementation of the National Strategy for Gender Equity and Equality through a historic request of $3.1 billion through both primary and secondary attributions for State and USAID to uplift the role of women and girls in all their diversity, including as part of marginalized populations.

  • Provides $200 million to State and USAID for the Gender Equity and Equality Action Fund to advance women's economic security.

ADDRESSES THE ROOT CAUSES OF IRREGULAR MIGRATION ACROSS CENTRAL AMERICA

  • Robustly supports the Administration’s Root Causes Strategy (RCS) and the President’s $4 billion, four-year commitment by requesting more than $1 billion across State and USAID and the interagency to strengthen the region as a coalition of resilient democracies that deliver security, development, and economic opportunities for the peoples of Central America to be safe in their home countries.

REVITALIZES THE USAID WORKFORCE

  • We are only able to do this work with a strong workforce. In light of this, the Budget includes $2.3 billion to invest in a direct hire workforce and operations that advances critical foreign assistance programs and ensures accountability of U.S. taxpayer dollars.
