Job Summary | Responsible to the Chief Information Officer and Senior Vice Provost for serving as the second in command of the IT organization; managing the office of the CIO, providing leadership for the cross-functional management of information and technology across the enterprise; ensuring the IT organization is focused on strategic objectives, operational development, and performance management; working closely with IT directors and managers to coordinate efforts and resources between ITS functional groups in order to reach strategic goals and objectives; speaking on behalf of the CIO on ITS related matters to all management levels within and outside the university; providing leadership continuity in the absence of the CIO; responsibility for all instructional and academic support groups within ITS including: ITS HelpDesk, Classroom Support and ETSU Online, Marketing for Online programs, and Customer Service ; and performing other related duties as assigned. |

Required Qualifications | Master’s degree in Business Administration or a technology related field with 8 years in higher education IT leadership required. |

Job Duties
These are the job duties required of the position.
Description of Job Duty | Partners with the CIO and Senior Vice Provost in providing vision and direction for the enterprise. Serves as the Academic Technology Liaison to the Provost. Serves as part of the Provost’s Group by attending weekly meetings, participating in Academic Council, and facilitating communication as well as strategy implementation between the two units. Responsible for helping ITS prioritize through strategic planning, governance, and processes. Oversees the development and maintenance of ITS policies, procedures, governance, and performance management to ensure high quality customer service and value to the institution. Stays current with developments in new market trends and innovations in technology and the leadership of enterprise ITS. Facilitates effective collaboration and communications between ITS and ETSU faculty, staff, and students. Ensures execution of priorities, projects, and provides oversight of ITS directives and resources. Assists CIO with organization and prioritization of ITS resources. Maintains a broad knowledge of the technology, equipment, and/or systems applicable to the university. Development and reporting of service level agreements and performance metrics. Assists university counsel with e-discovery and compliance requests. Maintains key relationships with faculty, staff, and students to ensure responsive and positive working relationships. Assumes full CIO responsibilities during the CIO’s absence. |
