Hi there
Does OneDrive have any "Everyone Except External" type of group (so I can share a folder with everyone in the company)?

Yes, there is such "Everyone Except External" group. OneDrive for Business like a personal SharePoint site.
You may go to OneDrive for Buiness, right click the files you need to share > Manage access > Advanced (An option at the bottom of the panel) > Stop Inheriting Permissions, OK (This action could create unique permissions for your shared files) > Grant Permission > Then you may enter "Everyone Except External".

For OneDrive for Business, admin could prevent users sharing any files to external users.
The admin could log into OneDrive Admin Center, then you may find the related settings.
More information about sharing settings, please refer to the article "Manage sharing settings".
If you or some users want to prevent specific files being shared to external users, you may choose users in your organization when sharing files.

Set-SPOTenant -ShowEveryoneExceptExternalUsersClaim $true
Do note that you can only use this group/claim to add direct access to an item, not via the Share button.
