This article explains how to set up and use a system dashboard that references a Power BI report or dashboard in a model-driven app. System administrators and system customizers can create system reports and dashboards, which can be made available to model-driven app users. Users need to have the relevant Power BI license and authorization to consume content. Read more about relevant Power BI licenses at Power BI pricing.

Note
Power BI embedded in a system dashboard or form ignores the Power Platform admin center Power BI visualization embedding environment setting. That setting controls whether end users can add embedded Power BI reports to personal views, charts, and dashboards.
Create a system dashboard with Power BI embedded
This procedure shows you how to set up a Power BI embedded page for a single environment connected to a Power BI workspace.
Select Solutions on the left navigation pane in make.powerapps.com, and then create or open an existing solution. If the item isn’t in the side panel pane, select …More and then select the item you want.
If you have the Power BI Extensions (Preview) system solution installed, you can select a solution-aware Power BI report to be embedded in a system dashboard. You'll see the Show reports in this environment only option selected, and the dedicated environment Power BI workspace is pre-selected for you.

Admins can install the Power BI Extensions solution from the Power Platform admin center. More information: Install an app in the environment view
If you clear Show reports in this environment only, you can select a Power BI report or a Power BI dashboard from another workspace.
Enter the following information in the New Power BI embedded dialog that appears:
Enter a Display name for the dashboard, which will be shown to the user in the selector on the Dashboards page.
Select the type, either Power BI report or Power BI dashboard.
Select Use environment variable if you want to replace a static workspace and report to use an environment variable from configuration. More information: Environment variables overview
Select a Power BI workspace.
Select a Power BI report or dashboard.
Select Save to save and publish the system dashboard.
Add a Power BI embedded page to a model-driven app
Create or edit an existing model-driven app using the app designer.
Select the Dashboards subarea on the app designer canvas.
On the dashboards property pane, there is a Power BI embedded page category. Clear All to select specific dashboards. Optionally, the Power BI embedded page can be set as the default dashboard in the site map.
Open Site map from the app designer, then select the existing Dashboards subarea or insert one.
Open the Default Dashboard property and then select the Power BI embedded dashboard name.
Select Save. To make your changes available to users, select Publish.
Select the Power BI embedded page in the model-driven app
Play the model-driven app, and then select a dashboard from the left navigation pane.
Open the dashboard selector and select the Power BI embedded page.
Create Power BI embedded page with an environment variable
When a solution with a Power BI embedded component will be moved to other environments, you can turn on Use environment variable to configure the dashboard. For each environment, you specify the workspace and either a dashboard or report to reference. Environment variables allow configuration without unmanaged customizations.
Create or edit an existing Power BI embedded system dashboard.
Select Use environment variable.
Open the Power BI environment variable selector and then select New environment variable.
A nested panel opens where you create the environment variable. The environment variable properties are automatically filled using the dashboard Display Name and Name.
You can configure the workspace and report or dashboard. The values are stored as JSON. More information: Environment variables overview
Save the environment variable. The default and current values for workspace and report or dashboard are displayed.

In the Display name box enter Power BI in Power App Solution, select the Default Publisher for your environment, and then select Create. Select the solution to open it. Select +New > Dashboard > Power BI Embedded. A Power BI embedded dashboard is created and ready to add to a model-driven app.
Power Apps is focused on application development and process automation, enabling users to build custom applications and automate workflows. On the other hand, Power BI is centered around data analysis and visualization, allowing users to create interactive reports and dashboards to derive insights from data.
If you change the data fields associated with the visual, you must edit the app from within the Power BI service by selecting the ellipsis (...) and then selecting Edit. Otherwise, the changes won't be propagated to Power Apps, and the app will behave in unexpected ways.
Select Solutions on the left navigation pane in make.powerapps.com, and then create or open an existing solution. If the item isn't in the side panel pane, select … More and then select the item you want. Select New > Dashboards > Power BI embedded.
In your Power BI Desktop Select the View option from the Menu Ribbon.
You could either select an option from an existing theme.
Or you could customize the theme as you like. If you want to customize your theme. Select Customize current theme from the bottom section of the theme menu.
Select Insert > Charts > Power BI tile. The Power BI Tile gets added to the screen. Select the Workspace, dashboard and tile created earlier to add the Power BI tile to the canvas app. Save and publish the app.
When a Power BI report or semantic model is added to a Power Apps solution, it will stay connected as the solution is deployed across environments and tenants, and can be seamlessly managed as part of the solutions Application Lifecycle Management process across environments and tenants.
As a step towards achieving this goal, it's possible to add Power BI reports and datasets as components in Power Apps solutions. Once you've added a Power BI report to a solution, it can be seamlessly managed as part of your ALM process across environments and tenants.
Workspace acts like a developer environment, and the Power BI app serves as an end-user environment. Workspaces are developer environments, and Power BI Apps are end-user environments. If you are a developer team member, you would have Edit access to the workspace (Through Contributor or Member roles).
A Power BI dashboard is a single page, often called a canvas, that tells a story through visualizations. Because it's limited to one page, a well-designed dashboard contains only the highlights of that story. Readers can view related reports for the details. Dashboards are a feature of the Power BI service.
You can edit a Power BI report that was published, but there are some steps to check. 1- You must have the archive in Power BI desktop, by a download in the Power BI Service or by your folders, whatever. 2- You should rename it by the same name the report's in Power BI Service.
Select Insert > Charts > Power BI tile. The Power BI Tile gets added to the screen. Select the Workspace, dashboard and tile created earlier to add the Power BI tile to the canvas app. Save and publish the app.
Open your app and go to Dashboards. Select New and then select Power BI Dashboard. In the Power BI Dashboard Properties dialog select the workspace and then select the Power BI dashboard that you want to embed in your dashboard.
Dashboards are a feature of the Power BI service. They're not available in Power BI Desktop. You can't create dashboards on mobile devices, but you can view and share them there.
