When you buy or rent a movie through a Google TV device or the Google TV app on an Android device, it's added to your library. You can watch movies and shows in your library across many devices. You can also share eligible titles with up to 5 family members through your Family Library.
Starting October 5th, the Play Movies & TV app will no longer be available on Android TV devices for purchase of new titles or playback of titles in your library.
Make sure you have valid payment method are added on the playstore settings and some device have the in app purchase disable option on the device, if that available just turn on and check again.
"We're updating the Spam and Minimum Functionality policy," Google said in a statement regarding the Play Store. "To ensure apps meet uplifted standards for the Play catalogue and engage users through quality functionality and content user experiences."
