The President’s FY 2024 budget request has been released. The CDC figure level is at a$11.581 billion request. The budget does not mention FDA’s food safety efforts.

Builds Advanced Public Health Systems and Capacity

The Budget includes $9.9 billion in discretionary funding to build capacity at CDC and at the State and local levels, an increase of $2.8 billion over the 2021 enacted level. These resources would:

  • improve the core immunization program;
  • expand public health infrastructure in States and Territories and strengthen the public health workforce;
  • support efforts to modernize public health data collection; including at the Center for Forecasting and Outbreak Analytics; and
  • conduct studies on long COVID conditions to inform diagnosis and treatment options.

In addition, to advance health equity, the Budget invests in CDC programs related to viral hepatitis, youth mental health, and sickle cell disease. To address gun violence as a public health epidemic, the Budget invests in community violence intervention and firearm safety research.

Protects America’s Food Supply

The Budget provides $1.2 billion for the Food Safety and Inspection Service (FSIS), an increase of $134 million from the 2021 enacted level. This funding would enable the hiring of more inspectors and Public Health Veterinarians, which would increase the strength and flexibility of FSIS to provide inspection services so that meat and poultry producers would be better able to respond to market demands and provide safe and healthy food products. The Budget is providing targeted funds to support smaller producers so that they may increase their production capacity, which in turn would create a more diverse food supply chain.

The FDA is requesting $7.2 billion as part of the 2024 budget, with an increase of $372 million in budget authority above the fiscal 2023 enacted level. The request also includes a $150 million increase in new user fees. The agency’s budget request focuses on strengthening its food and nutrition programs, especially for infants and young children, with a request for $128.2 million in food safety and nutrition modernization, including food labeling and food safety oversight. The agency also asks for $5 million toward cosmetic oversight.
