Project OverviewThe Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.
Job SummaryLeads the project controls cost team in reporting to management and various internal/external stakeholders on progress and performance for the project. The position will support the team in creating, planning, and facilitating review and approval of project cost reporting.
Major Responsibilities
- Provides comments and recommendations for cost engineering requirements.
- Coordinates the development, multi-discipline inputs, checking, reviews, and approvals of the Project Financial Status Report (PFSR) and related financial processes, as needed.
- Prepares detailed staffing plans for cost engineering activities.
- Reviews or assists in reviewing change proposal provisions related to cost and material control and develops supporting data for contract negotiations.
- Identifies trends and supports the change control program.
- Interfaces with designated Bechtel management and client counterparts for cost presentations.
- Prepares and presents cost engineering information.
- Participates in developing and presenting training classes and on-the-job training for cost related processes and practices.
- Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.
- Coordinates information input into studies. Evaluates study results and recommends conclusions for project team consideration and discussion.
- Reviews and analyzes comparisons of scope, quantities, performance and cost data.
- Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.
- Supervises and supports the compilation of historical data.
- Develops timely and competent trend cost estimates.
- Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identified areas of risk.
- Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and control.
- Assists in developing unit job hour and pricing data, including estimating parameters, factors indices, productivity, and craft distribution reference data, etc., based on analysis of Bechtel, project and industry experience.
- Performs data analysis, identifies issues, and makes recommendations.
- Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction.
- Reviews labor estimates for reasonableness.
- Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.
- Supports the timely and competent performance of cost control activities.
- Supports cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
Education And Experience Requirements
- Bachelor’s degree and 10 - 13 years of experience, or 14 - 17 years of relevant work experience.
- Must be a US Citizen or Permanent Resident of the US.
- Must be able to complete and pass a pre-employment drug screen and background check that includes verification of employment, education, and travel.
- Must be able to obtain a site security badge for access to the worksite.
Required Knowledge And Skills
- Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
- Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products with minimal supervision using a high level of professional judgment and knowledge.
- Skilled in oral and written communication.
- Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
- Advanced proficiency with Microsoft Excel data analysis functions.
- Experience in Project Controls with an advanced level understanding of Project Controls general technical skills and tools.
Preferred Qualifications
- Bechtel Project Financial Status Report (PFSR) preparation and presentation experience.
- Advanced level knowledge and work experience with ANSI 748 compliant Earned Value Management System on a DOE project.
- Knowledge of engineering, procurement, material and craft performance methods and reporting (e.g., EPPR, BPS, COCO, and establishing and effective QURR process).
- Proficiency with cost processor software (e.g., EcoSys, COBRA, etc.)
- Experience with change management such as baseline change proposals and trending.
- Flexibility to respond to urgent project requests and/or changing priorities.
- Experience in multiple Project Controls roles and disciplines or other functions.
