I've done these exact steps and it straight up does not work. It's as if the rule straight up does not exist. Junk mail is still going into the junk mail folder. I get that perhaps .01% of mail may get incorrectly marked as junk but I'm willing to take that chance to get rid of the other 99.99%.

iOS and macOS Mail applications do not have an automatic feature to delete all junk mail. You have to manually select the emails and then delete them.
However, there are workarounds:
On iOS:
1.Go to Mail app.
2.Select the Junk folder.
3.Tap Edit at the top right corner.
4.Tap Select All at the top left corner.
5.Tap Trash at the bottom right corner.
On macOS:
1.Open Mail.
2.Click on Mailbox.
3.Click on Erase Junk Mail.
You could also try setting up a rule on your mail server or in the Mail app on macOS to automatically delete messages that are marked as junk. Here’s how to do it on macOS:
1.Open Mail.
2.Click on Mail > Preferences in the menu bar.
3.Click on Rules > Add Rule.
4.Set up the criteria as follows: “If any of the following conditions are met: ‘Message is Junk Mail.’”
5.Set the action to “Delete Message.”
6.Click OK to save the rule.
Remember, this is a bit risky because sometimes legitimate emails can be incorrectly marked as junk.

there is not a way to automaticly get rid of junk mail i was sure there would be a way to move them to bin or get rid of them using mailbox behaviours but there is not one as of yet might be something for apple to look in to, to deal with it for now is swip left and block for (ipad/iphone) im unsure if selecting all will mark them as read which is when more messages might get sent, for those on pc (not mac) press settings and empty junk and then trash/bin would be another way.
having a automatic junk remover behaviour would be beneficial for alot of useres but we would need to make that clear

Automatically Deleting All Junk Mail:
Are you using Apple iCloud eMail? Or are you using an eMail Provider's eMail? Contact the eMail provider. You need to create the filer of their side, wanted this is a service they offer.

No. That's what the junk mail folder is for.
I've never seen an email application/account that deletes spam so that you never see it. That would be very problematic as the ability to identify spam is not perfect. Things you actually want can end up in the junk folder. That's why it's there, to give you an opportunity to review and see if there's anything that shouldn't be deleted.
