Legend pick rates are a solid method to determine which characters are performing well and who need a rework. Legends suffering from a lower pick rate may have been nerfed too hard or are facing issues that have led them astray from player picks. Some of these legends had strong pick rates when they were first released, but have slowly dwindled as players have moved on to other legends.

Players thought Mad Maggie should receive a buff due to her low pick rate as her pick rate has been steadily decreasing ever since her release in season 12. Having a pick rate that is much lower than the average usually means that a legend requires a rework to their kit.
9 Rampart
On paper, Rampart is a powerful legend with the ability to place walls that would deter enemies from firing at you. Sadly, Rampart suffers from being too situational and offers no abilities that allow her to push enemies. Rampart has no movement abilities and is further limited by her slow-to-build walls.
To combat her low pick rate, Rampart received a buff and it helped her see usage but it was only temporary. Rampart has a pick rate of 1.4%, making her the least-picked legend in Apex Legends.
8 Newcastle
As a legend, Newcastle is strong and is a valuable asset to his team. His ultimate is super useful but is hard to coordinate and manage in most scenarios. Additionally, his ultimate is easy to counter through stronger legends such as Caustic and Horizon. Newcastle's tactical is great, but it is only a bandaid for his lack of movement abilities and his larger hitbox.
After his release, Newcastle's pick rate has slowly dwindled causing fans to request a buff to make Newcastle viable. His pick rate is 1.4%, leaving him just as low as Rampart.
7 Gibraltar
Gibraltar was once the strongest legend for professional players, but that has quickly changed. After the game received new legends that can counter him, Gibraltar has seen lower usage. Mad Maggie easily counters Gibraltar's Dome Shield, making his tactical useless. Seer also has a strong counter to Gibraltar as he can deny revives and heals through his tactical, without exposing himself to a bubble fight.

6 Catalyst
Defensive legends are rarely favored in Apex Legends, as players prefer a legend with movement abilities. Catalyst plays differently than other defense legends as her abilities allow for flexible play between offensive and defensive styles.
The downfall of Catalyst may be that her Ultimate does not block all scan legend abilities, leaving her defenseless against a Seer with teammates. Buffing her Ultimate will help with her low pick rate of 1.7%, which will drop even further as the was only released in season 15.
5 Seer
Seer dominated the meta in Apex Legends until his nerf in season 16, causing a massive downfall to his pick rate. Seer due to fan requests as his scan abilities was too overwhelming and had no downside. After his nerf, Seer dropped to a low pick rate of 2.1%.

4 Revenant
Revenant was a powerful legend through his ultimate, it allowed teams to easily overwhelm any team with a coordinated and fast assault. From a nerf in Season 10, his ultimate was nerfed which allowed enemy players to easily counter Revenants ultimate. The loud audio indicator for Revenants ultimate invites enemy players to ambush returning players from the Death Totem.
Revenants tactical is powerful as it suppresses enemy player abilities. Learning how to play Revenant will allow players to get the most out of their kit. Revenant has a pick rate of 2.1% and is currently on a slow rise.
3 Caustic
For a long time, Caustic was the undisputed king of indoor fights. His gas allowed him to domineer buildings and heavily discourage enemies from pushing without a well-revised plan. Caustic's nerf in season 12 allowed players to break his gas canisters early.
This change allowed players to push Caustic players indoors to a degree and no longer needed to wait for Caustic's gas canisters to expire. This caused Caustic's pick rate to drop and reach a low of 2.1%, but his ultimate remains powerful.
2 Vantage
Carrying a sniper rifle at all times is a handy ability in Apex Legends, as many fights first start from long ranges. Her tactical is excellent as it provides her with movement abilities that allow for quick repositioning. Vantage's ultimate is strong but requires players to hit consecutive shots to get the most out of her.

1 Wattson
In competitive play, Wattson is a strong legend as she counters many abilities and ordinances. Her fences are great at locking down areas and keeping enemies out. Wattson is a defense legend with no movement abilities, meaning she struggles in outdoor combat.
Her defensive nature may deter many players from learning Wattson's abilities in depth. Wattson has a pick rate of 2.4% which has been slowly increasing since her last buff.
